The European Commission stirs to release a discussion paper on cyber crime

The Commission to the European Parliament has released a discussion paper on a policy to fight against cyber crime. As I have mentioned earlier, this is a situation which is moving much faster than the speed of the legislative agencies to proclaim laws or for the technologists to start driving counter measures against cyber crime. This discussion paper is an example of what I was talking about. The European Commission has been studying the problem for the past 6 years, has released a discussion paper, then a policy will be decided, then converted into something like a directive, which will then be translated into national regulations. This process can take up to 20 years!. And of course, the crooks are going to stop and wait for this to happen.

The document is thankfully talking about the right things, but its too vague, too slow and too discussion oriented. What we need is a SWAT team, a special forces structure which can handle these non conventional sources of crime. And what the commission is wittering on about is to setup a squadron of Mr. Plods.
