Round III is still going on against the French Bureaucracy when he has fired the first shots on Round IV. This time he is targeting the employees of certain sections of the public sector who can retire even at 50 years of age.
Needless to say, this is very difficult for the state to pay for, and the government finances are deep in the red. The retirement age of these cosseted public sector is one of the lowest in Europe and with ever increasing longetivity, the state simply cannot afford to pay for such largesse.
So, very smartly, he went for getting a minimum service condition in place first in Round II. So if the train drivers do strike, workers and commuters can still get to work (something that sunk Alain Juppe earlier in 1995).
